What is the difference between an expat, a knowledge migrant and a labour migrant?

When you have trouble finding the match you can always look across the border. People who relocate to the Netherland to work here are what we call Labour migrants. And within that group, it’s possible to distinguish between expats and knowledge migrants. But what is the difference?

An expat is someone who works for an international organization and has been stationed in a different country for an extended period of time. This can be someone from either in- or outside of the EU. Big companies such as Shell, ASML, and Tata Steel will often station their employees in different countries for several months or years. This is often due to very specific knowledge or skills that are critical to the success of the project.

A knowledge migrant is a highly educated immigrant from outside of the EU that comes to work here because of their specific knowledge or skillset. They are also referred to as highly skilled migrants. The difference with the expat, is that the knowledge migrant joins a completely new employer. To be able to hire a knowledge migrant, a company first has to be registered with the IND as a recognized sponsor. If you’re not registered yet, this process can take up between 1 and 3 months.
